DescriptionDescription  Remove core from cabbage and stick fork in hole and hold the cabbage in boiling water until the leaves begin to fall off. Remove leaves layer by layer then cut the middle out of the cabbage leaves. Brown the ground beef mixed with salt, pepper and chili powder. Mash the garlic and peppers together, then mix cooked ground beef and add rice. Roll the mixture in the cabbage leaves and tie with string and cook in simmering water 15-20 minutes - long enough to cook the rice. If you use instant rice it will only take about 5 minutes.
